without reference to you and that interment of these

Salt Gebelle vessels under conditions which would

render them unserviceable and beyond reach of either

side would appear to me to be in logical accord with

His Majesty's Government's policy of neutrality

towards contending factions in Chins.

Sir E. Wilton is temporarily absent and precise

circumstances in which vessel reached Hong Kong are

not known here but I am sure that he would deeply

appreciate any assistence His Majesty's Government

could give him in protecting these revenue launches

and the incidentally helping him in his difficult

task of maintaining prestige and authority of foreign

control in Salt Gabelic.
